This investigation documents how the Los Angeles City Council continues to violate the California Brown Act and the First Amendment by suppressing public comment through a digital speaker registration system. Drawing on the David Saltsburg federal lawsuit, public records, and current city practices, we show how these violations persist despite clear legal precedent.
